- Add New Risk: quick form for direct moderator entries.
- All Risks: submitted cards showing title and submitter.
- Preview Participant View: verify what participants see.
- Invite Participants: add users before closing collection.
- Close Risk Gathering: lock input and move to consolidation.
- Return to overview: leave phase without closing.
- Ensure all expected participants are invited.
- Remove duplicates only if clearly identical; otherwise keep for consolidation.
- Close gathering only when submission coverage is acceptable.
